Manifesto
Jamaica’s national Five year plan
Marcus Garvey PEOPLES POLITICAL PARTY pledges to defend the principles of parliamentary democracy and to build a new society which will make the fruit of the democratic practices available in the fullest measure a ALL our people.
The choice which the people will make in the forthcoming election will determine whether we shall go forward to a new period of national development and social progress or continue in a state of frustration and privation for the majority, chronic waste and stagnation of the past 400 years of colonial rule.
CONSTUTION
(1) The constitution agreed on by the two cousins at 1962 conference in London and approved by a Bi-Partisan committee of the P.N.P and J.L.P., does not unloose the true aspirations of the people of Jamaica. The P.N.P. and the J.L.P., conspired to silence the voice of the P.P.P., so that they could validate existing agreement such as the Bases Agreement to the danger and detriment of the people, so that they could entrench clauses to make the rich richer, and the poor poorer, and exclude from l Parliamentary representation any third Party that might arise in Jamaica.
We pledge to re-write the constitution when become the Government so that it will truly be a people’s constitution protecting the rights, Liberties, freedom and equality of opportunities for ALL, irrespective of races, color or creed. So that Jamaica will become a republic.
FINANCE
(2) MG P.P.P., will multiply the national budget by
(a) Intensify the exploration of our mineral resources and securing just and equitable income therefore,
(b) Seeking grants and substantial loans at low interest rates for national development, and
(c) By ensuring that Insurance Companies and Building Societies operating in (d) Jamaica invest all of their assets in local development projects.
(e)By producing finish products from our raw materials.
(f)By maximizing our agricultural potentialities.
NATIONAL DEVELOPMENT BOARD
(3) The Government shall establish a National Development and a National Investment Board. Their function will be to facilitate and undertake development throughout the nation.
AGRICULTURE & LAND
(4) We regard co-operative farming as the greatest pre-requisite to the development of our agriculture economy .We shall make land available to all who are willing and able to produce, and give material and technical aid to small farmer. We will establish a comprehensive crop insurance scheme at premium no greater than minimum cost of service. We will establish agricultural stations to provide farmers with modern agricultural equipment, seeds, fertilizers, in-sect-controlling material and technical and scientific ad-vice in each area. We will guarantee farmers a market and prices for their products. We will establish cold storage and cooling stations at central points throughout the island for the preservation of agricultural and farm products. We propose to embark upon a modern programmed of providing electricity, water and roads in the rural parts of the country.
This is basic to modern Agricultural Development. We will establish a National Marketing Board to deal with all phases of Agricultural Marketing both domestic and export, through which farmers can voluntary dispose of their products, and see to it that importation of foreign agricultural produce will only be permitted when local goods cannot meet demand.
TOURISM
(5) This Industry is now being operated too much on behalf of foreign interests while Jamaican money is being used to guarantee and subsidize its undertaking. Tourism must be examined and re-orientated so that the people of Jamaica will have first claim on the financial and social benefits accruing from this country.
TRADE & INDUSTRY

(a) Industrial development under the present Government has had the effect facilitating expatriates to the disadvantage of local persons, Tax adjustments, incentives and protection mostly denied to local business interest and local labor. MG P.P.P. policy will be to stimulate and protect local industry and Labor while at the same time induce foreign investments on a basis of mutual benefits.
(b) We shall promote all industries possible such as fishing, canning, assembly plants, manufacturing industries etc., so as to satisfy local needs and export thereby expanding the source of gainful employment for tens of thousands of people.
(c) We shall assist and encourage local commerce and trade by controlling monopolies, protecting local industrialist against unfair competition, subsidize, give incentives and priority to Local Enterprises.
PUBLIC UTILITIES
(7) All Public Utilities such as light and power, municipal bus service, telephone etc., must be operated in the best interest and welfare of the public.
COST OF LIVING
(8) The cost of living will be reduced by protecting the public from the economic burden of price fixing, monopolies and uncontrolled exploitation.
By:
(a) The reduction of import duties on essential foods, especially those used by the masses: e.g. codfish, flour or wheat etc.
(b) The reduction of excise duty on locally manufactured goods.
(c) The reduction of taxes on all public passenger vehicles, private & commercial motor vehicles.
(d) The removal of import duty on kerosene oil.
(e) The removal of income tax on all incomes from one million dollars Jamaica and under.

SOCIAL SECURITY
(9)
(a) Unemployment: Marcus Garvey PEOPLES POLITICAL PARTY shall make a determined drive to provide full employment and will provide unemployment Insurance benefits.
(b) Provide four weeks maternity leave for mothers & fathers, Provide Old age pensions, sick benefits, maternity benefits, home nursing services for the sick & aged. Homes for the aged and chronically ill.
(c) Provide adequate hospitals, clinics and ambulance service throughout the island.
(d) Set up a Statutory Board for the management and administration of the Medical Service to ensure adequate and prompt treatment of patients.
EDUCATION
(10)
(a) We believe that Education should be given priority in our programmed: We will provide free books, lunch and education for every child between the ages of 5 to 17. Establish kindergarten schools on an elaborate scale so as to meet the needs of every child in this changing society; establish a more integrated form of training in our Primary, Senior modern Schools, Technical High Schools and Rural Secondary Schools
(b) Increase scholarships and bursaries to the U.C.W.I. also financial aid to students in overseas universities, and embark on a more rigorous teacher training programmed to meet the needs of our planned educational policy. We shall provide scholarships for Jamaicans at home and abroad to qualify them for skilled, technical and professional employment.
(c) Step up the programmed of Adult Literacy Campaign and establish more evening institutes for those who desire to learn trades and acquire skills.
(d) Establish a Vocational Guidance Board to enable students to select the vocation for which they are most suited
LABOUR
(11) At present there are some hundreds of thousands of unemployed or underemployed persons in Jamaica. The Party will:
(a) Protect local labor so that Jamaicans will have preference to all jobs available.
(b) Initiate labor legislation and encourage workers control of their Unions and repeal existing laws that are inimical to the workers interest.
(c) Set up Labor Exchanges throughout Jamaica:
(d) Constantly examine wages and salaries in relation to cost of living.
(e) Observe the principles of equal pay for equal work regardless of sex, color or creed;
(f) Revise the workmen’s Compensation Law to include all categories of employees.
(g) Legislate for severance pay to workers in all circumstances of re-organization in industry.
(h) Legislate for annual vacation and sick leave for all workers at fixed periods.
HOUSING
(12)
(a) We shall provide decent houses for all Jamaicans who are unable to do so for themselves on a basis of long term payments and shall be sold at cost.
(b) We shall also provide tens of thousands of houses at low rental according to income for those who are unable to purchase same.
(c) Government will create adequate financing facilities to meet Real Estate mortgage requirements.
EMIGRANTS

Marcus Garvey PEOPLES POLITICAL PARTY hereby also pledges to:-
(a) Maintain and develop ties between Jamaicans abroad and those at home and to create a sense of oneness of purpose and National identity between those at home and abroad.
(b) MGPPP will make provisions for Jamaicans abroad to vote in General and National Elections.
(c) Vigorously uphold and protect the rights of every Jamaican citizen wherever he or she may be and give priority to Jamaicans abroad for securing jobs at home for which they are qualified in preference to foreigners.
MINISTRY OF JUSTICE
(14) It is essential that every citizen shall be protected against color, discrimination, victimization and other injustices practiced in every walk of life and that corruption, bribery and graft be eradicated from our society.
MGPPP will insure that every person is safe in their home, that the security forces develop rules of engagement that protect lives of our people. Security forces may not enter premises without a signed warrant by a judge.
All judges to be elected in their respective jurisdiction.
FOREIGN POLICY

(a) Marcus Garvey PEOPLES POLITICAL PARTY shall support the struggle of all colonial and oppressed peoples for freedom, Peace and Justice. Our foreign policy will be one of positive neutrality and non-alignment. We will not permit the setting up of foreign Military Bases in Jamaica. To tie Jamaica to any one of the two geo-political military-economic blocks is a negation of Jamaica’s interests
(b) The Marcus Garvey P.P.P. pledges to promote social, cultural and economic ties with Africa.
© All Jamaican who is dual citizen has the right and responsibility to participate in all aspects of our political process.
CONCLUSION
(16) This Manifesto expresses the wishes of all sections of our community. We hereby request your support at the polls on all upcoming elections for the cause of building a new Jamaica through the instrument of a People’s Government.

Politics have two nature you are on top of it or its on top of you.
In the 1920s Marcus Garvey examined the political spectrum and determined that we need a political party of our own.
9/9/1929 Marcus Garvey founded PEOPLES POLITICAL PARTY.
80% of our people stood with Mr. Garvey.
The powers that be determine that we must not be free attacked Mr. Garvey on the left was Norman Washington Manley at his prime he was one of the best attorney at his time.
On his right was Alexander Bustamante trained in espionage he work for Spanish intelligence in Spain & Cuba.
An elder who lived in Cuba recall that Bustamante would brake up UNIA meetings there.
Manley would use his legal acumen overt and covert to frustrate Mr. Garvey efforts to fashion an Afrocentric world for blacks..
Bustamante would use dirty tricks.
Marcus Garvey exiled himself to england.
One of Marcus Garvey chief lieutenant St. Williams Grant it became evident was Bustamante stooge.
With friends like St Williams Grant Mr. Garvey did not need enemies to stop the progress of black people.
Manley and Bustamante went examine Marcus Garvey PEOPLES POLITICAL PARTY
they would not use his teachings or his party manifesto.
They decided to take the red , from our red black and green and two P from our PPP

Manly Bustamante and friends founded PNP they would use the red as their color.
Bustamante believed that he would be a better leader than his educated cousin Manley.
July 8th 1943 Bustamante founded JLP
He took the JL from Marcus Garvey labor organization JWLA , the last P from PPP
and the Green from our red black and green and he made the JLP.
Let us bring back the red and green with the black and prove that we are stronger together than we could ever be apart.
